    is it possible to go higher than 2 in TMPGEnc, or are references to this pertaining to CCE or something?

    2-Pass VBR is the highest you can go in TMPGenc. Yes, the references to more than 2-Pass VBR are generally talking about Cinema Craft Encoder, and I've read that it need to be one of the versions other than the "lite" version.
