OK this sounds pretty stupid but the following things can make your VCD's look better.
1) Turn down the sharpness on the TV
2) Sit back from the TV
3) Wear Glasses? Take them off!
However when watching DVD's don't do this. Because the detail is actually worth looking at.
Also I find that the noise filters in TMPGenc work excellent for improving on downloaded simpsons episodes.

You should have the sharpness toned down on DVDs as well. Most Home Theater Elites make this mandantory. My suggestion is to watch the VCDs on a television no larger than 32'. If it is, make sure your DVD player has a Zoom and zoom out to where the pixels are almost gone. It's best to watch VCDs on a 25' though.

My TV is a 22' so it is a good size for VCDs. And I have the audio coming from a JVC MX-J206 while this is far from a top of the line home theater setup it is a good setup for watching VCD's.

you dont know how right you are...when i had my 25 inch TV everything looked perfect to me...but then the 25 inch crapped out and we bought a 50 inch, and man was a whole new experience. my movies look like shit, even the XVCDs i thought looked excellent...but at least it forced me to increase the quality of my rips. i now use SVCD with 2pass VBR and i get some pretty damn good results.
