lower Bitrate same size, :(

i have lowered the bitrate, to cut down the size, but it aint being smaller,

i have tried, CBR=1150 and CBR=800, but get the same size, anyone have the same prob, or had, or know the answer, , so plz, write back,

Be sure to select video cd(non standard) under the settings->system tab.
Be sure that you do not use tmpgenc 2.59, it had a bug that caused this problem. Update to tmpgenc 2.510 or use an older version.
