Is the 224 kbit/sec audio setting on VCDs part of the standard? I'm only wondering this because Nero doesn't object to the fact of me putting it as 320 kbit/sec. Will this affect playback in some DVD players?

If you change the audio of a VCD to anything other than 224kbits, it's non-compliant and thus you will be making a XVCD. :P
