OK, i start by ripping main movie files with DVD decryptor. I then, strip all unnecessary streams in ifoedit. I then go to DVD2AVI and create a project that can be encoded by TMPG (all the settings here are correct im almost sure. I checked FORCED FILM and demux track 1 all that). I then encode video only in TMPG (CBR, 3:2 pull down, 8 bit, 3500 bitrate, force film setting or whatever that option is, vbv buffer to 0, bottom field first, and non-interlace). Then, I fire back up ifoedit, load the stripped .vob's and choose to remux with my recently created video. After waiting 20 minutes, I choose to preview dvd play in ifoedit and the video is indescribably jerky. I also try it in Win DVD and no luck. What COULD I POSSIBLY BE DOING WRONG?!?!?! I've been messing with this since xmas to no avail. I fear this will drive me to insanity.

it will drive you insane. and then back again. the only way out is through...
but anyway, back to the issue. everything sounds good except you mention a lot of settings in tmpgenc that don't really need to be mucked with, are you changing them or leaving them be?
in my experience you only need to change:
bitrate, motion search, source format (video/film), aspect ratio, and video arrange method.
also, mine is set at 9 bits, is 8 correct?

according to some guides it is. what are your settings for YUV, DC, and the GOP structure tab??
