besweet seems to be able to handle most conversions in one command.

besweet is a command-line program that uses DLL versions of several other conversion programs and links them together so that you don't have to create intermediate files for every step. besweet also has a GUI front-end, but I think it's just plain confusing to try to use it (and I say that as somebody who is thoroughly familiar with running it from the command-line).

I don't know of any problems with besweet, other than its mediocre documentation. Some people like besweet, some like headac3he, both are free and overall it seems like both work just fine. I haven't looked at headac3he recently, it may support more conversions than besweet. You'll find besweet at http://dspguru.doom9.net/ and headac3he at http://darkav.de.vu/.

I don't know what conversions Sound Forge can handle, but it's a $400 professional audio editing package. If the main thing you want to do is convert from one format to another, it's probably not what you want. But if you want a full-featured audio editing program, it's supposed to be an excellent package.

If you don't want free programs that do an excellent job, then go for commercial products with less functionality.

This governs the way the .wav is stored. If you want to know more, look up PCM .wav format. However, the default is 16 bit, and you won't generally go far wrong if you use HeadAC3he's default settings.

I am sure you looked here already, but if not try one of these. I have not tried any of them, just had seen them before.

There are many progs to convert audio files, but I have yet to find one that works as well as HeadAC3he, and which converts between .mp2, .mp3, .ogg, .wav and .ac3, is so configurable, and is also free.

If one exists, it is probably called Besweet.

However, if you want a quick conversion, and don't want to have full control over configuring the conversion, you will find many small progs - although I doubt you will find one that will handle all the above conversions.
