Is there a way to convert 480x480 SVCD with rather large black top and bottom borders to a bigger image size? I've tried all kinds of settings with aspect ration in TMPGenc but no luck.

yes you can but what are you trying to do ? 480 x 480 is standard svcd size and unless you are going to make a dvd - there is no reason to resize it ..
if you want to play it on your PC -- just use powerdvd or windvd and they will re-size it for you w/ the correct aspect ratio -
I understand, but when I burn the file on CD, I get very big black borders on TV and they even seem double black borders.: 2.11:1 image and not 16:9. Is there a way to get these borders smaller?
