I have a DivX AVI file with two audio streams in. What program do I need to either extract the second audio stream or simply just to play it?

You need something like the "Morgan Stream Switcher Directshow plugin" or "mmswitch"
http://www.morgan-multimedia.com/mmswitch/index.htm
This will allow you to switch audio streams on the fly. I have tested it with both Windows Media Player and Zoom Player 3, which I prefer because it works great with my TV out. All you do is select the audio stream under the "Language" menu.
