Is it possible to have files of different bitrates on one VCD? I'd like to put a couple of TV episode encodes on one disc without resampling them to the same bitrate if possible.

It can be done. You can put up to 99 MPEGs on each CDR and each can have it's own resolution and bitrate.
No problem.
