For some reason my DVD Player - Samsung s223 - cant FF or RW this VCD, but when I make my own VCD's they work ok, i can even FF/RW at 8x

What is so special about these VCD's that wont let me FF/Rw? -
Both of those appear to be XVCD because the bitrate is nonstandard. A standard VCD will have a nominal bitrate of 1150000 (1150k), not 1070000 (1070k) or 1200000 (1200k). That may be why you can't fast-forward or rewind, some players have trouble with those and time searches on XVCD. Standard VCD MPEGs also generally show 4:3 as the aspect ratio, not 1:1 VGA (but standalone players usually ignore the aspect ratio setting on a VCD).
