All the programs I have tried, to cut an mpeg 2 in half either cuts at a specified frame or time, but as the mpeg 2 is VBR the two parts are not equal file size. Does anyone know of a program which cuts by file size, so I can get two equal size parts?

bbmpeg lets you set a maximum file size for cutting, it will cut as close as possible to that size. I think bbmpeg is linked in the tools section, it is free. There is a guide for using it in the "how to edit" section.
