PAL on NTSC system?

I have done a lot of VCD before and never had any problems with playing PAL on my NTSC system. I assume that's becuse Nero does something to the disc when burning.

But yesterday when I put a PAL on a DVD-R there was problems. It clearly behaved as an PAL disc in an NTSC system.
I used Ulead DVD Moviefactory if that matters.

you would actually have to use an encoder (like tmpg) and convert the pal format over to ntsc. I have done this before with pal dvds i ripped and covnerted over to ntsc (for sake of convience)
