  1. Is there any way to do this??

    I know capturing high and re-encoding would probably yield higher quality but I'd still like to check this out if I can. Please let me know if you know of a way to do it.

    It does not support SVCD direct cap, but there is a registry hack to add unsupported resolutions (ie, 480x480). Create a custom profile using the new resolution and set the appropriate max bitrate. This won't really be an SVCD stream since it won't have an SVCD header, but perhaps re-multiplexing as SVCD will solve this. You are right though, this will give inferior quality to re-encoding. A very similare product from Intervideo called WinDVR does have built-in direct capture to 480x480 SVCD.
