  1. I downloaded bin/cue files, would someone please tell me what tools I need to find out if these files contains a movie that is vcd/svcd, ntsc/pal?

    Since you're after a tool to do this, why not check out the tools link on the left, then scroll to the bottom for Other Useful Tools.
    Look for the CDmage tool

    Once inside CDmage, look for mpg or avxxxx.dat files. Extract them and maybe use a tool like MPEGProperties from the tools section also.

  4. The easiest way is as follows:

    Download GNU VCDImager Tools GUI and install it.

    Load it up and click on the vcddebug option.

    Load your BIN file.

    vcddebug will then create a text file outlining information about your disc... including whether it is a VCD or SVCD. You can tell from the PAL "flags" whether each track contains PAL type material or NTSC type material. If you post the information in the generated text file here, I can tell you in detail what your disc contains.

    I tried that with a bin/cue file I got, and it is now an MPEG that I can play in WMP9. But the thing is, I cannot open the MPEG in TMPGEnc or VDub. I want to separate the audio from the video in TMPGEnc (I want to make a .m2v file and a PCM .wav file from this one MPEG).
