  1. Everytime I use tmpgenc to merge two or more svcd mpg files, the sound is always off. If I de-multiplex the sound and video file and then re-multiplex it, will it align? If not, is there a better program for merging svcd mpg files?

Well, I have no comfort - I've got the same experience too, which has made me give up on joining MPEGs. No, multiplexing didn't help - at least not for me.
I've tried every joining app I've found, and haven't found one that works 100%

  4. I tried the camel mpegjoin but it didn't work. Does it join mpeg 2 files? I opened the files and after 45 minutes of no disk and no cpu activity I figured it wasn't working. I am trying to join 4 40 minute svcd mpeg files.

Yeah and if it's still not in sync after joining with M2-Edit run the joined file through a simple multiplex in Tmpegenc. I've had a lot of success with this combo and mpeg2 a/v sync issues. Curious to see if it helps this.
