How do I split a movie into two or three parts and then
be able to view each part?

What do you use to encode? If you use TMPGEnc, why don't you simply encode half the movie, or how ever many minutes you specify, then encode the 2nd half after. But make sure to rename the 2nd half of the movies file.

Firstly, you can't ask for serial's in this forum.
I have not used VCD cutter for Mpeg 2 as I dont bother doing SVCD's as it takes too long and I find VCD very good.
VCD cutter does open Mpeg 2 so I assume it will cut it?

the best thing to use to cut your movies is
tmpeg > file > mpeg tools > split/join
