I'd like to put 2 audio tracks (2 languages) on a SVCD. How can I do this?

Are you trying to add a 2nd track to an already existing MPEG2 or make one from scratch.
Either way, generate a seperate file for each:
Video - MPV
Audio1 - MP2
Audio2 - MP2
then mux them to one MPEG file with bbMPEG. You'll be able to switch audio tracks by hitting the audio button on your remote. Remember that each audio track takes up space on the CDR, so calculate your bitrates accordingly.
