  2. That depends on the settings in your encoder. If you use Multipass-VBR, the whole process takes very long because the video is processed several times to determine when the encoder has to use a certain bitrate (VBR = Variable BitRate).
    Constant BitRate (CBR) is fastest because the file is only processed once, but VBR yields better quality.
    Encoding time also depends on what encoder you use. I don't know about the Panasonic encoder, but Cinema Craft Encoder is faster.

  3. Because the Panasonic MPEG Encoder is OLD (assuming you are using v2.x) and is only optimised for MMX.

    The quality it gives for standard VCD is pretty good though...
