I get this error opening mpg files using tmpgenc. I fixed it
by selecting options, enviromental settings, vfapi plug in,
and selecting 'DirectShow MultiMedia Plug in' , right click on it an choose Higher Priority. Problem went away when I opened the file again.
Note that I am using version 12j and use Windows 2000.
