I get this error message when trying to encode an avi file to a vcd mpg1. Does this mean the avi file is corrupted?

I get this error opening mpg files using tmpgenc. I fixed it
by selecting options, enviromental settings, vfapi plug in,
and selecting 'DirectShow MultiMedia Plug in' , right click on it an choose Higher Priority. Problem went away when I opened the file again
