PowerDVD says most are 9.8mbps, but I bet if I encode with that bitrate in TMPGEnc it'll be too big. I was thinking VBR, but what would be good to use for the Min and Avg rates? Or could I just change the extention on the VOBs and keep them? hehe

It's a fairly simple mathematical calculation to figure it out. But for those that aren't inclined to do math there are bitrate calculators available.
