is there someway to cut the bottom of the screen off, perhaps by reencoding with Tmpgenc? I used settings for SVCD, any ideas why the green bar is there? I was capturing VHS via composite. TIA

This is the overscan area. This is usually cut off on a TV by the borders arount the CRT but some or most capturing devices/programs will capture it; some may also allow you to crop the image.
I know FlaskMpeg encoder will allow you to crop Vob files so I would think that there would be an app to do this with a plain mpeg. -
Yeah, sounds like overscan. You may be capturing at higher resolution than your card can support, so try something lower. A decent card shouldn't have this problem at 640x480 or maybe 704x480. 720x576 is probably a stretch for a lot of cards.
