    i installed dvd2svcd and ran it. When it was encoding in tmpg, it said it was doing so in CQ. I thought it was supposed to use vbr. Is there some sort of setting thing I should change, or is that right?

    Yes, go to the Encoder tab and change the rate control mode to 2-Pass VBR.
