I assume you mean mp2 sound, since thats what VCDs and SVCDs use.

Well to do what you want you would just need to first extract the ac3 audio from the avi. Load the avi in Virtualdub and set the audio tab to direct stream copy. Select file/save wav and then rename the .wav to .ac3. Now encode your avi video to an mpeg1 video stream (m1v). If you are using TMPGenc just load the avi as a video source and to the right select "video only"

After the encode you will have an m1v file (video) and your ac3 file (audio.) you can use bbmpeg or TMPGenc (mpeg tools/multiplex) to multiplex (join) the audio and video together. From there burn as a VCD in any VCD authoring software, though it will probably complain about non-compliace and you will just have to ignore the warnings if it lets you.

With all that said, this will not technically produce a VCD since the VCD standard does not come anywhere close to supporting AC3 audio. Furthermore, there are very very few dvd players that will properly be able to play such a disk. The vast majority probably will just produce no sound, others will not be able to play it at all. I suppose its worth a try but don't be suprised when this doesn't work.
