I have always captured at 480x480 then in TMPGEnc selected source as 1:1 and arrange method as Center (not Center keep aspect ratio). I did some limited tests and found only Center and Full Screen would prevent tall skinny video with black bars on each side. However, I noticed that while playing on my 4:3 TV some the movie is a little too wide. I can't see the stuff on the extreme left and right because it is as if the movie is trying to display wider than the TV can display. The movie was captured off of TV. Does anyone know why it does this? I have tried an Apex DVD player and a Pioneer 343.

assuming you've set the correct aspect ratio for the output (4:3), what you are seeing may be the result of overscan (i believe this is the correct term).
what you could try doing is encoding some test clips and setting the arrange method to Center (custom size) and setting the custom rez of the clip to 464x480 for your 480x480 VCD.
