I have A pioneer DV-250 dvd player and it says it can play vcd so my question is this.
Do I have to have a dvd buner to make the vcd's or can I burn them with my CD buner and plane cd-r's?

No you don't need a dvd burner or special cds to burn a vcd. Just use a burning program that supports vcd. (VCDeasy rocks!). Good luck.
