Hi,
I live in the UK and therefore use PAL vids, dvd's etc.
I use Smartripper, DVD2AVI, TMPGEnc to rip/encode.
If I'm converting an NTSC dvd (29.97 fps) to PAL for UK, is the only thing I have to do is select PAL in TMPGEnc? ie. as I understand it, TMPGEnc takes the frames and encodes them at 25 fps instead of 29.97? is that right?

If you are in the UK, leave it as NTSC. Just about all UK hardware can play an NTSC signal no problem. Converting can cause problems such as jerky video.

I think TMPGEnc actually dropps frames to get the right framerate.
