I am trying to convert a recorded football game from cable television. When the camera pans side to side quickly, it causes the background to becomes wavey/dsitorted.
I captured the video as AVI with Virtual Dub @ 352x480 using huffy compression. I used Tempgenc to convert the file to 352x480 interlaced @ 8Mb/s and then burned to a DVD. What can I do to get rid of the background wavey distortion? What filters in Vdub might help?

I think you are stuck with the waves. Best thing to do is take some seasickness tablets.
