I'm currently using a 600mhz pentium III and 192 megs of memory. I know I need to upgrade and I will next month but should it take me 1hr to erase a DVD-RW?

try using nero shouldn't take any long than a minute hopefully. if you do quick erase.

A FULL erase will take 1hr (assuming 1x DVD-RW) as this literally erases everything on the DVD surface. A quick erase (as ghoster has already said) just deletes the file entries on the disk (very much like Windows) but doesn't actually delete the 'data'. Therfore if you really do want to erase the disk (sensitive data or whatever) then do a full erase otherwise do a quick erase.
PS - Speed also depends on your burner and firmware. I just upgraded my A05 to the latest firmware and erasing DVD-RW just got a lot faster.
