Not sure about 'best' but I just use TDK, never had a problem. Main reason I use them is because Costco sells packs of 100 for $30.

a good way to put it is. "you get what you pay for" if you buy cheap cd-r's, chances are you may encounter problems. you may still encounter problems with expensive cd-r's, but you will probably have less problems with them. the main factor behind a cd-r being "good" is the reflectivity. i've found that phillips 80 minute audio cd-r's reflect nicely, just from personal use.. they're like $16 for a 10 pack at walmart

best deal i know in the UK for cd-r's is on jungle.com
you can get a box of 100 cdr's (no cases tho) for £25. they are actually memorex 80min/700mb discs rebranded for jungle.com
reliable too.
(no i don't work for them!)
