WHen I put an MP3 as my background music why is it so much louder then my MPEGS? Do I have to change the bitrate or something?

No, just reduce to volume. The bitrate has to do with quality.
If you have a wav editor that can handle MP3's try cutting the volume by 3db to 6db. Cool Edit 2000 (free to try can do this). Look under amplification or amplitude for a way to cut the volume.
WinAmp can take MP3's and create wav files from MP3's for easier editing also.
