How do I do to get the DVD's subs to the VCD?

IMHO, the easiest way is to use FlaskMPEG. Just rip your VOBs in their entirety (i.e., use File Mode for SmartRipper or use DVD Decrypter) and copy over the relevant IFO file if not already done.
Then use FlaskMPEG to load the IFO and choose your video, audio and subtitle streams.
FlaskMPEG doesn't work properly on all subtitled movies, but there is an older "subtitled fixed" version which is based on the 0.594 version. This version will work with essentially all subtitled DVDs.
