I have a movie that is 640x272 and i want to shrink it to 352x240 for a vcd, but then it looks streached. The original didn't have those black bars at the top and bottom (i guess they are called leterboxes?????). So I have virtual dub and want to convert it.
Is there a way using the resize, cropping, etc. features of virtual dub or any other program to add those bars so that the movie doesn't look streached???

using tmpgenc, settings, advance, video arrange method should be "full screen(keep aspect ratio)". Worked great for me.
