what will yield higher quality from divx? vcd or svcd?

really depends on the source file. As a rule of thumb, you want to encode down from the source file.

What do you mean by encode down? If you are talking about resolution, the resolution is 640x272. What would you suggest. It is a very high quality divx

what about bit rate? With the resolution in the divx, VCd(352x240 would give you the best results).

If you have a good looking DivX then go for svcd. svcd(using a VBR method) will look better than a standard vcd(non-standard is debatable but lets not get into that) as long as your source is pretty good and you don't use an average bitrate or quality setting that's too low.

Some divx can be excellent quality, if this is the case encoding to SVCD will give a better result. I have encoded some good divx files to DVD with a bitrate of 5mb/s and they look excellent.

That may seem low compared to VCD or SVCD, but is not low for divx. Remember that divx uses better compression techniques than mpeg, so a much lower bitrate can give excellent looking video.
