VCD File Please read...!!!! Audio playing to fast...!!!!!

I just made a vcd but the audio and video is playing to fast, the people talking sound like chipmunks...

How do i slow it down so the movie plays normal, and the audio plays normal...

Or am i just overlooking something....

Someone please help

well sometimes this happens when the video's framerate and/or the bitrate goes to fast and the sound trys to catch up making each one look fast and sound like chipmunks hehe, lower the framerate to about 29.97 and the bitrate to maybe 1000

using what program?
