I have a DivX file that I want to convert to DVD. I want the DVD to be standard NTSC with 16:9 aspect ratio. Right now the DivX file has a 2.35:1 aspect ratio. So what I need to know is what are the dimensions of a widescreeen (2.35:1) NTSC DVD with a 16:9 aspect ratio NOT INCLUDING the borders at the top and bottom. I need to know this because that is what I need to resize my DivX file to before encoding it. Thanks for any info.

I believe it is 720x368 without the borders. Try using FitCD, if you load your DivX into the program it can tell you the resolution you need to resize to before you add borders and it can also write an AviSynth script for you(or at least one to start from if you feel like using more advanced features of the script).
