I know enough that the internal audio encoder in TMPGenc isn't so great so many people use toolame or other external encoders to go from 44.1 khz to 48 khz. I was wondering how this was set up.

Go to environmental settings, choose audio engine, and load the .exe into the appropiate place.

with the newest version of tmpgenc .. the conversion tool is very good IF you set in environmental settings, choose audio tab -> advanced audio conversion instead of default .

You can always treat the audio completely separately, using HeadAC3he or Besweet to convert and resample the audio. Then you only use TMPG to mux the audio and video.

Does this mean that if my AVI allready have 48 khz TMPGEnc I will not have quality issue ?

If your audio does not require resampling, then you will not have a quality issue. If your audio is 48Khz, and your final product will be DVD, then your fine. Same applies if your audio source if 44Khz, and your end product will be VCD/CVD/SVCD. If your audio has to be resampled (say from 48Khz to 44Khz, or vice versa) then, and only then, will you notice any difference. This assumes you have a problem with the quality that TMPGenc produces in this situation. Try it first, and see if the quality is acceptable to you.
