Is it possible to intersperse a "photo cd" section between videos and burn to a (S)VCD? For example.. In one timeline, have some captured video, then a series of pictures, then back to video, then some pictures.. well you get the idea..
And if so, what software or how...

Yes.
Best way is to use high resolution MPEG stills for the images on the VCD.
You can chain a series of <playlist> (for the video clips) and <selection> together to get the effect that you want.
