Well, I'm doing something wrong. No matter what I set the average bitrate to, I get the same file size. I am using MPEG-1 Video-CD (non-standard) in the System tab, too.
If someone can help me I certainly would appreciate it. I can't figure out what I'm missing.
Here are my settings:
Video tab
352 X 240, 29.97 fps, 2-pass VBR (min=0, avg=500,max=1150)
//I've tried all sorts of numbers for avg bitrate.
System tab
MPEG-1 Video-CD (non-standard)
If anyone wants the rest of the settings I can offer them; I didn't think they mattered here. I left them as default.

As far as i know VCD's do not support Variable bitrate. change to a constant bitrate and then try again.

The reason I did that was because I followed the "The newbies guide to fitting a movie on one CD using TMPGEnc" located here:

According to that, at least if I understand it, you can use different bitrates.

Okay , yes vbr would be considered XVCD, You could also lower the audio to get lower size just a little bit. Not sure why your having problems if you changed to videocd (nonstandard) give the constant bitrate a try and see if your file size changes to what you wanted.

I did also try the Constant Bit Rate (CBR) as you suggested. Same thing. I haven't tried messing with the audio yet...it's at 224, but something just isn't right.
The MPEG Tools settings on the file menu...should I mess with those as well? I don't really understand what they are for.
Lots of users have had success with this...I can't figure out what I'm doing wrong.

I had the same problem with TMPGEnc 2.59
Use Mpeg-1 System (vbr) instead. -
OK...I wanted to follow up on this.
I did get it to work as far as MPEGing it. The file size was what I wanted. However, when I went into Nero to burn it, Nero treated it as a much larger file, showing it exceeding the CD's capacity line. So it really didn't work for me.
Finally, I found a version 2.58, did a non-standard Video CD, and this worked. I was able to get the file size I wanted, and Nero burnt it without problem.
