I've Downloaded a wmv file and I want to create a vcd with it.
In my first attempt (after following guides) I encountered some problems
1. I used Virtual Dub to rip the audio track of the video and saved it as mp3 and i couldnt play it back.
2. But anyway I went to use TMPEnc to convert the wmv to mpeg and when it finished the audio was a couple of seconds off.
Afterwards If that worked (Which it didnt) I was going add chapters and a menu with a self made intro and I wondered which would be the best program to try to make this.

Not sure about chapters, but VCDeasy is a great program for intros and menus. It doesn't let you actually create the menu, but it makes the XML script which gives the menu function (i.e you push xyz button and a movie starts to play, etc)

Ulead DVD Movie Factory is a cheap product that will create menus and chapters. You can download a trial from www.ulead.com.
There is a new version due out soon so you may want to trial the old version and wait to buy the new version if you like it. -
I never use Vdub or work with wmv files so I am unable to help - that's why I only answered the VCD authoring question.
