How can i do this framerate conversion. When I play back movies in film on my standadlone it just plays fine for a minute then speeds up for a few seconds then back to normal. Somebody suggested switching to 29... fps so how can i do this? Or does somebody else have a different reason for the sudden speed ups. Oh yeah this is a VCD file and i use tmpg and nero.

sorry one more thing. in the conversion can i do it with the output mpg that i already have? cuz if i have to download the original again and reencode it again i will killmyself...

You can do this by using 3:2 pull-down filter. If your source has more than 240 (288) lines, you will have a 29.9706 fps intelaced movie as result. TMPGEnc has such filter. Try it.

JamesB69, 3:2 Pulldown is used when you have a 23.976fps source and you want to convert it to SVCD. 3:2 Pulldown brings the 23.976 framerate up to 29.97fps.
Hope That Helps!!! :P -
So load my 23.976 file into tmpgenc and choose which template, ntsc or film? then go to the advanced seting and check 3:2 pulldown. And encode. This Will give me a 29... file?

Thank you, thank you for bringing this topic up and puertorican138, sharing his wisdom.
I have a DVD player where I get patchy results or not results playing SVCD or VCD at 23.976, I've been going crazy, trying different things to get it to work.
I've been choosing 3:2 Pulldown under the Advanced Tab and it doesn't work and have been really confused about whether I should select NTSC film or plain old NTSC. I'm going to try it. What is frustrating is that I use the great free Zoom player, which handles SVCD perfectly. In that, they look totally perfect as it adjusts to about anything.
One more thing puertorican138, have you ever used some editing software which would take care of this if there is not a need for a long encoding job ?
Gracias mi amigo,
Jon

It is important to understand that this does NOT change the video in any way, it adds an instruction to tell the playback device to TeleCine the video. Some software players do this automatically, some just correctly handle 24fps video, some will play same as your player is doing now.
3:2 pulldown in Advanced DOES actually TeleCine the video, 3:2 pulldown on playback adds the instruction (flag) same as pulldown.exe.
This should not be necessary for VCD as 24 fps is a supported framerate, though some players do require it. It IS necessary for SVCD. -
I hear you Nelson.
This will be needed for SVCD for my DVD player.
