I just burned a VCD and I just played it to make sure everything was all right with it and the sides were cut off. What can I do to fix with or do I have to burn another CD? I'm using Nero if that matters at all.

The cut off sides is probably the overscan area of the TV. To fix it, in TMPGEnc, under video arrange method, you can set it to center and custom size, then enter a resolution minus what your TV overscans. Then it should cut off the black border that will be placed around the video, not the video itself.
