strange error when trying to cut with tmpgenc

Hi I encoded an avi to mpeg2 with cce 2.66. It plays fine on comp but I used high bitrates, higher than svcd standard, anyways I need to cut the mpeg-2 into 3 cd's. I try to edit it in tmpgenc but when i click on edit it gives me this error

could not open this file with directshow (0x80040218)

detail: Ie...
I tried changing the priority for directshow but to no avail..any help would be appreciated
