    I have a capture USB system from ADS Instant DVD. I only use it for encoding VCD's. I can lower the bitrate with making DVD's but I don't know what software that I will have to use the lower the bitrate with the MPEG's that it creates. I can change the audio to 128 at the lowest but the capture software dosen't offer much more than that. If anyone out there can help. E-mail me at cyberdan1979@hotmail.com Thanks...

    Your questioning seems vague - can you restate?

    You can reencode your video to standard VCD (or DVD) video yes using most any encoder including TMPGenc but the quality will suffer.
