Although selectable hotspots are possible on VCDs and SVCDs, I don't think that it is a standard "required" feature for the hardware player. Indeed, very few hardware support this at all (CD-i players do though).
The only buttons supported by S/VCDs is "next", "prev", "return", "default", and numerical key presses.
However, if you're clever at authoring, you can still get most of the interactivity from a DVD onto a standard VCD.
As you've mentioned, VideoPack4 will do the job. There is no demo available. CDMotion can do some menuing as well. Again, there is no demo.
For SVCDs, I-Author is the only proggy available (with a GUI).
Nero can do very simple menus for both VCDs and SVCD (but it is not without issues).
GNU VCDImager 0.7.x can create very complex menus and other PBC functions for both VCDs and SVCD. However, there isn't a GUI and you will have to get used to using the command console and manually editing the XML file with a text editor. VCDImager is open source freeware. If you go to the official site, you'll be able to download the proggy, as well as the manual and some sample XML files. Although there is a learning curve with VCDImager, it is very rewarding once you've mastered it.
