Can someone please make it clear to me??

When u convert an .avi file using TMPGEnc to DVD can u burn the converted .avi to DVD using a normal cd burner NOT a dvd burner and if so can u show me how :P

The converted AVI will be either MPEG-1 or MPEG-2.

NO, you cannot burn a DVD with a CD burner. Why do you think people are paying $300 for DVD burners?

You CAN burn a VCD or SVCD which may or may not play in any given DVD player.
