  1. How do you reduce the size of a video without editing any part of it? I use 700mb/80min CDs and I just need to cut off 50mb off of the video.
Is there a way I could reduce the quality in video or audio and have a lower file size?

yes, but you have to reencode and select a lower bitrate. Keep in mind, that you can fit about 800MB on a 80min CD.
Also you are going to create a XVCD.

On TMPGenc double click on "load => "Extra" => "Unlock.mcf" and after this double click on "Setting" and change the bitrate value that you want.
    I hope help you.

you could also try just redoing the audio stream at a lower bitrate. load the mpeg into tmpggen de-multiplex mpeg tool (the one with the window which displays the streams in the mpeg) and take a look at the specs on the audio stream. if it's something like 44.1khz 224kbps, you could probably reduce the size of the total mpeg by 50mb just by reencoding the audio stream to 44.1khz 96kbps (providing it's a movie 90minutes or longer). then you could just multiplex the smaller audio stream with the video stream to create the smaller mpeg.

Remimber a 700mb cd can hold 811mb of mpeg1 or 2 only in vcd or svcd format.
