AUDIO SYNC question for the experts

Why is it my captured Mpeg1 files always play Audio/Video in perfect sync on my computer; but as soon as I burn it to VCD (NERO or ROXIO), and play it in one of my stand-alone players, the
video lags approximately 200 milliseconds after the audio?

Even more baffling, if I hit the pause on the Stand-Alone player,
then press play, sync will appear to be restored for few seconds before going back to the usual 'video lag'.

I'm no expert, but have noticed this to sometimes be the fault of the player. On my Sampo, even pre-recorded vcds would sometimes do exactly what you're describing; on my new JVC the same discs stay in rock solid sync.
