I'd just like to know if resizing an avi file will reduce the quality of the movie. I'll be converting it to svcd after. Thanks

Of course, resizing pixel based material is always connected with a loss of quality.
When magnifying a video, you should use bicubic filtering, while a bilinear filter is better for reducing the frame size.
You might try comparing several resizing algorithms, p.e. VirtualDub's precise bicubic with AviSynth.There are only 10 types of people in the world:
