im creating xvcd and using the unlocked template. on the Rate Control Mode, which one should i pick, vbr ? cbr ?. i want the best quality and don't know which one to pick, plz help. thanx in advance

Well even though xvcd is bound by no standard, vbr is pretty non-compliant. VBR would yeild the best quality but there is a better chance that your dvd player wont be able to play it. To be safe you should use cbr, if you want maximum quality do a test encode in vbr and see if your dvd player can handle it. 2-pass vbr yields the highest quality and with a bitrate calculator you can find out the exact settings to use to totally fill up your disks.
